Forcha Glen Beloa

Forcha Glen Beloa is a Cameroonian cybersecurity and distributed systems engineer, university lecturer, public financial management practitioner, and youth governance leader. His work combines technology, institutional leadership, financial accountability, youth policy, peacebuilding, and national development.

He currently serves as National Treasurer-General of the Cameroon National Youth Council (CNYC) and as a Lecturer in the Department of Computer Engineering at the University of Buea. Through these responsibilities, he contributes to financial governance, technical education, youth representation, policy development, and institutional cooperation.

Education

Forcha Glen Beloa has an academic background in telecommunications, computer engineering, network security, and distributed systems.

Academic and Technical Career

Since 2023, he has served as a Lecturer in the Department of Computer Engineering at the University of Buea. His academic responsibilities include teaching cybersecurity, telecommunications, network engineering, and related technical disciplines.

He also supervises applied research projects, develops course materials, mentors students in science, technology, engineering and mathematics, and promotes innovation, inclusion, and professional ethics in technical education.

As an independent cybersecurity consultant, he has provided advisory services relating to information systems security, vulnerability assessment, secure system development, and digital infrastructure for education, government, and financial institutions.

Youth Leadership and Financial Governance

Forcha Glen Beloa serves as National Treasurer-General of the Cameroon National Youth Council. In this capacity, he is involved in national budget management, financial control, institutional reporting, compliance, accountability, and the financial monitoring of youth programmes.

His responsibilities include preparing and presenting financial reports, supporting transparent resource management, collaborating with government institutions, and promoting the use of data analysis in the planning and evaluation of youth programmes.

National Youth Policy and Governance

He has contributed to major youth policy and governance processes in Cameroon. He served as a member of the committee responsible for revising the Cameroon National Youth Policy and contributed to the development of Cameroon’s National Action Plan on Youth, Peace and Security.

He has also worked as a liaison officer between the Cameroon National Youth Council and several government institutions, including the Ministry of External Relations, the Ministry of Youth Affairs and Civic Education, and the National Committee for Disarmament, Demobilisation and Reintegration.

Professional and Institutional Engagement

His professional and institutional responsibilities include:

• Member of the Organising Committee of the National Youth Forum 2026
• Expert Member of the National Digitalisation Strategy for Technical and Vocational Education and Training
• Consultant to the national coordination team of the ORFEV Holiday Internship Programme
• Director of Programmes of the African Union Youth Commission in Cameroon
• Contributor to Cameroon’s National Action Plan on Youth, Peace and Security
• Committee Member for the revision of Cameroon’s National Youth Policy
• Consultant to the national coordination team of the JEME employment programme
• Focal Point for the PARI-JEDI diaspora youth reintegration programme

Peacebuilding and International Relations

As Liaison Officer to the National Disarmament, Demobilisation and Reintegration Committee, he contributes youth perspectives to national peace, reintegration, and social cohesion processes.

He also serves as a liaison between the Cameroon National Youth Council and the Ministry of External Relations on Commonwealth youth matters, contributing to the inclusion of youth perspectives in international cooperation and foreign policy discussions.

Entrepreneurship and Youth Empowerment

Forcha Glen Beloa is the founder and Director of the Buea Youth Employment Centre, a youth-focused organisation that provides training in digital skills, entrepreneurship, career development, and technology.

The centre reaches more than 500 young people annually and supports aspiring entrepreneurs and technology project holders through mentoring, coaching, skills development, and partnerships with academic institutions, civil society organisations, and the private sector.

International Training and Missions

He has participated in international training and professional missions related to conflict management, financial control, student management, entrepreneurship, and institutional governance. These include training programmes in Ghana and Nigeria, as well as financial control training supported by the European Union and the French Embassy.
