1. Introduction

Le Conseil National de la Jeunesse du Cameroun (CNJC-OKOLA) a activement pris part à l’initiative “Un Jeune, Une Cacaoyère”, un projet stratégique visant à promouvoir l’autonomisation des jeunes par l’agriculture. Cette initiative s’inscrit dans la vision nationale de substitution aux importations, prônée par S.E. Paul Biya, qui encourage la production locale pour réduire la dépendance aux importations tout en favorisant la croissance économique.

Ce projet a été rendu possible grâce à une collaboration entre la jeunesse d’Okola, l’expertise de M. OMGBA Casimir (pépiniériste assermenté) et le financement de la Mairie d’Okola. Le CNJC-OKOLA a joué un rôle clé dans la mobilisation, l’engagement et l’accompagnement des jeunes, garantissant ainsi une mise en œuvre efficace.

2. Objectifs de l’Initiative

L’initiative “Un Jeune, Une Cacaoyère” représente une avancée majeure vers l’autosuffisance agricole et l’indépendance économique des jeunes, avec les objectifs spécifiques suivants : inciter les jeunes à investir dans la culture du cacao en tant que source de revenus durable, contribuer à la politique de substitution aux importationsen augmentant la production locale de cacao, lutter contre le chômage et l’oisiveté des jeunes en créant des opportunités d’emplois agricoles, réduire la pauvreté grâce à l’entrepreneuriat agricole, faire d’Okola un pôle émergent de production de cacao dirigé par de jeunes agriculteurs, et renforcer les compétences techniques des jeunes cacaoculteurs grâce à des formations modernes.

3. Rôle du CNJC-OKOLA et Approche Méthodologique

Pour assurer le succès du projet, le CNJC-OKOLA a adopté une approche participative et inclusive, en travaillant aux côtés des principaux acteurs. La Mairie d’Okola a financé le projet et fourni 10 000 plants de cacao aux bénéficiaires. Sous la direction de son bureau exécutif, le CNJC-OKOLA s’est chargé d’identifier et d’enrôler les jeunes candidatsremplissant les critères de sélection et a effectué des missions de contrôle de terrain les 11, 12, 17, 18 et 22 juillet 2024dans les trois groupements de l’arrondissement d’Okola afin de s’assurer que les bénéficiaires avaient préparé leurs terrains agricoles. Les 50 jeunes agriculteurs sélectionnés ont été chargés de débroussailler et de préparer leurs parcelles, favorisant ainsi leur implication et leur engagement dans le projet.

4. Cérémonie de Distribution des Plants

La cérémonie officielle de distribution a eu lieu le jeudi 22 août 2024 au stade municipal d’Okola, en présence des autorités administratives et traditionnelles locales, notamment le Sous-préfet de l’arrondissement d’Okola. L’événement a débuté à 13h30 par l’exécution de l’Hymne National, instaurant une ambiance patriotique.

Le Président du CNJC-OKOLA a pris la parole pour sensibiliser les jeunes sur les opportunités économiques de l’agriculture et les a exhortés à voir l’agriculture comme un levier d’autonomisation. M. OMGBA Casimir, pépiniériste assermenté, a ensuite présenté un guide technique sur la production du cacao, permettant aux bénéficiaires de se familiariser avec les techniques modernes de culture. Enfin, le Maire de la Commune d’Okola a prononcé un discours mettant en avant l’importance de l’agriculture dans le développement économique local, avant de procéder à la distribution officielle des plants.

5. Message de la Présidente Nationale du CNJC

La Présidente Nationale du Conseil National de la Jeunesse du Cameroun, Madame Fadimatou Iyawa Ousmanou, le CNJC adresse ses sincères remerciements à la Mairie d’Okola, à M. OMGBA Casimir et à tous les partenaires ayant contribué à la réussite de cette initiative. La Présidente Nationale encourage les jeunes camerounais à s’engager dans l’agriculture en tant que secteur d’avenir et source de richesse, soutenant ainsi la politique nationale de substitution aux importations et contribuant à l’essor économique du Cameroun.

Ce projet démontre clairement que l’implication des jeunes dans l’agriculture est non seulement possible mais aussi essentielle pour le développement national. Le CNJC reste engagé à soutenir de telles initiatives et à faire en sorte que les jeunes soient acteurs du développement agricole du Cameroun. L’enthousiasme suscité par cette initiative montre qu’il est impératif de continuer à investir dans l’agriculture, en tant qu’outil d’autonomisation économique, de création d’emplois et de développement durable. Le succès de ces jeunes agriculteurs servira d’inspiration pour d’autres, positionnant Okola comme un modèle de production de cacao dirigé par la jeunesse.

1. Introduction

The Cameroon National Youth Council (CNYC-OKOLA) actively participated in the “Un Jeune, Une Cacaoyère”initiative, a strategic project aimed at promoting youth empowerment through agriculture. This initiative aligns with the national vision of import substitution, as championed by H.E. Paul Biya, which encourages local production to reduce dependency on imports while fostering economic growth.

The project was made possible through a collaborative effort between the youth of Okola, the expertise of Mr. OMGBA Casimir (a certified nurseryman), and financial support from the Okola Municipality. CNYC-OKOLA played a key role in mobilizing, engaging, and guiding the youth throughout the process, ensuring effective implementation.

2. Objectives of the Initiative

The “Un Jeune, Une Cacaoyère” project serves as a major step towards agricultural self-sufficiency and youth economic independence, with the following key objectives: encouraging young people to invest in cocoa farming as a sustainable source of income, contributing to the import substitution policy by increasing local cocoa production, combating youth unemployment and idleness by creating job opportunities in agriculture, reducing poverty through agricultural entrepreneurship, establishing Okola as a rising cocoa production hub driven by young farmers, and strengthening the technical skills of young cocoa farmers through modern training methods.

3. CNYC-OKOLA’s Role and Methodological Approach

To ensure the success of the project, CNYC-OKOLA adopted a participatory and inclusive approach, working alongside key stakeholders. The Okola Municipality financed the project and provided 10,000 cocoa plants to beneficiaries. CNYC-OKOLA, under the leadership of its executive bureau, took charge of identifying and enrolling young applicants who met the selection criteria and conducting field inspections on July 11, 12, 17, 18, and 22, 2024, across the three groupings of Okola Subdivision to ensure beneficiaries had prepared farmland for cultivation. The 50 selected young farmers were responsible for clearing and preparing their farming plots, fostering ownership and commitment to the project.

4. The Seedling Distribution Ceremony

The official distribution ceremony took place on Thursday, August 22, 2024, at the Okola Municipal Stadium, in the presence of local administrative and traditional authorities, notably the Sub-prefect of Okola Subdivision. The event began at 1:30 PM with the National Anthem, setting a patriotic tone. The President of CNYC-OKOLA addressed the youth, emphasizing the economic benefits of agriculture and urging them to see farming as a pathway to self-reliance. Mr. OMGBA Casimir, the certified nurseryman, presented a technical guide on cocoa production, equipping beneficiaries with modern farming techniques. The Mayor of Okola Municipality delivered a speech, underscoring the importance of agriculture in local economic development before officially distributing the seedlings.

5. Message from the National President of CNYC

The National President of the Cameroon National Youth Council, Madame Fadimatou Iyawa Ousmanou, CNYC extends sincere appreciation to the Okola Municipality, Mr. OMGBA Casimir, and all stakeholders who contributed to the success of this initiative. The National President encourages young people across Cameroon to embrace agriculture as a lucrative and sustainable profession, reinforcing the national import substitution policy and driving Cameroon’s economic transformation.
